Profession Acknowledges Local Excellence

The NSW Surveying Profession held its gala night of nights on 25 September at the Four Seasons Hotel in Sydney, hosting the 2009 NSW Awards for Excellence in Surveying and Spatial Information.

Registered Surveyor Darren Booth of Port Macquarie Consultancy, Hopkins Consultants was awarded Winner of Best Cadastral Surveying Project for 2009.

Following receipt of development consent in 2004, Hopkins Consultants Pty Ltd was further instructed by the client to commence work on the approved 4 lot subdivision.

The Old System Title over the residue of a Crown Portion had not been surveyed since the issuing of a Grant in 1831. More than 11.5 km of ground traverse was required for the survey.

The Surveyor applied the 1912 precedent determined by the case "McGrath v. Williams" to establish the common boundary with the Crown and in doing so revealed a shift in the course of the Hastings River of up to 90 metres south from its 1831 position thus providing the title holder with absolute river frontage. In addition a discrepancy was revealed with the location of the reserve adjoining to the west and identified land that would become the subject of an adverse position claim.

Following 10 months of examination by the NSW Department of Lands, the plan of subdivision was registered and new titles issued in April 2009 without a single survey requisition. The project was awarded the Barr Prize at the 2005 September BOSSI Competency Certificate presentations and is currently presented in detail to registration candidates at the ISNSW Cadastral Training Workshops.

Judges Comments:
This project has achieved excellence by solving complex cadastral problems through extensive historical research, investigation and the application of legal precedent to re-establish a century old boundary.

The Award was presented by the President of the Institute of Surveyors NSW, Mr John Minehan of Newcastle in front of 350 of the state?s surveying professionals. The project has also gained automatic entry to the National Asia Pacific Spatial Excellence Awards to be held in Perth later this year.
